A terrorist, Felix the Cat, plants baggage bombs in the Main Concourse of Grand Central Station and detonates them from a block away. Denny Delaney, a New York detective at the scene, barely escapes with his life as hundreds are killed and maimed. Denny is assigned to temporary duty with the FBI, an agency he is skeptical and wary of, to track down the fanatical Felix as he launches eight other attacks on New York and the White House. Felix, a frustrated and failed screenwriter, espouses the cause of the Palestinians. With his untraceable cell phone, he communicates with Denny to get a hearing for his beliefs. The two begin a cat and mouse game as Felix toys with Denny while pursuing his terrorist assaults on the populace. Denny is fighting a nascent alcoholism that has driven his wife away. At the same time he is trying to crush Felix before he unleashes the ultimate weapon.
