Meet Albert V. Tretheway (pronounced Tre-THoo-ee), an oversized, formidable Inspector in the Fort York, Ontario, Police Department, and his colleague, Jake Small. It is 1940 and all the British Empire is at war. But a distraction occurs when Junior Alderman Gertrude Valentini receives a Valentine's Day gift of a dead, unplucked chicken with an arrow through its heart. This incident is considered a harmless practical joke, until holidays in successive months bring gradually more serious "Jokes" -- such as murder.
