Widely held consensus on the potential of ICT to hasten the socio-economic transformation of developing countries notwithstanding our understanding on the ways to enable them to harness ICT for development remains elusive. By highlighting the factors that configured the emergence of India as an ICT superpower from the South and limited success of some other countries that long since embraced liberal trade regime, this volume fills this gap in our understanding. Drawing from the detailed case studies of India and five ASEAN countries, this book establishes the complementary role of innovation system and trade regime in promoting the production and use of ICT and draws lessons for other developing countries that recently adopted a liberal trade regime. Apart from highlighting the plausible directions of change in the current multilateral and regional initiatives in ICT, it also calls for an e-South Framework Agreement to enable developing countries to catch up with the ongoing ICT revolution by harnessing the ICT capabilities in select developing countries.
