从general law出发理解古今政府的区别，以此构建休谟政治理论的实质性原则，抓住了核心问题，但处理得不够集中和深入。人性基础的解释潦草，政治部分又写得啰里啰嗦。尤其是对现代国家的典型欧陆绝对君主制的解释（君主有立法权无执行权）站不住脚。最终是要把休谟塑造成保守的自由主义者。相比之下，Wei Jia的分析要丰富得多。
