Much has changed in special education since the publication of the first edition of this book
in April 1974. We have seen the number of students receiving special education services swell
from two and one-half million in the early 1970s to more than four million in 1980. We have
seen the passage of the landmark Public Law 94-142, which Congress titled "The Education
for All Handicapped Children Act" and which its proponents hailed as a "bill of rights for
the handicapped." We have witnessed a social movement in providing alternative settings for
educating handicapped persons. Two such movements in particular, mainstreaming and dein-
stitutionalization, have generated some of the most heated rhetoric and controversy.
