An examination of the statistical evidence
of black progress in this country reveals
that the number of blacks now categorized
in the professional or managerial class is
steadily increasing. In the face of this,
many non-blacks resent the continued
charge of racism and often feel that blacks
have been overcompensated to the point
where it is the non-black who is discrimi-
nated against. There have been suggestions
along these lines from all areas: from the
poor white person who feels that the white-
shirted black with the attachd case is mak-
ing progress on his back, to government
officials who recommend the discontinuance
of programs designed to help blacks with
the suggestion that some kind of benign
neglect will facilitate the closing of the
racial social ~ind economic gap. Jonathan
