《欠发达地区农村劳动力转移问题研究》是笔者近年来围绕湖北省教育厅的重点项目“湖北省农民收入问题研究”(项目编号2003Y054)、“湖北省农产品加工发展的途径与对策研究”(项目编号D200622006)、“湖北省农村富余劳动力有效转移的渠道及形式研究”(项目编号2007Y121)而展开研究的成果。书中既有笔者本人的调研成果,也借鉴了大量同行们的最新研究成果。加快农村劳动力有效转移,是事关我国欠发达地区经济社会快速、持续发展的重大问题。而如何实现有效转移,在理论上则涉及对农村劳动力转移内在机制的把握。随着20世纪80年代中期开始的农村经济体制改革的深入及农业生产机械化的普及,大量农村剩余劳动力从被禁锢多年的土地上走了出来。同世界其他国家的情况一样,这类人离开土地,涌入闹市,开始在城市这一新的生存环境下寻找“土地”之外的工作和生存机会。从预测结果来看,这种流动“大潮”在未来一段时期内还将持续下去。因此,我们有必要积极开展对农村剩余劳动力流动课题的研究,以应对当前这一突出而紧迫的问题。
