Milton E. Osborne is Senior Lecturer in the Department of History, Monash University, Australia. On graduating from the University of Sydney he shared in the award of the University Prize Medal in History. He earned his Ph.D. degree in Southeast Asian History at Cornell University. Mr. Osborne was a member of the Australian Diplomatic Service from 1958 to 1962, serving for two years in Phnom Penh, Cambodia.
