Graham Allison was assistant secretary of defence under the Clinton administration. After that, he served as the dean of Kennedy School of Harvard University. Now he is the director of the Belfer Center for international affairs at the Kennedy School. His 2016 article discussed about great powers don't bow to international court and recognise jurisdiction of these international courts only when the case is in their interest. And following the standpoint in this 2006 book, he critized it.
