翻書黨# 總統任命機構官員對機構會有影響,任命大概是除瞭預算之外,最好的政治控製方式。中國的官員任命是另一迴事情瞭,當然預算可能內部爭得激烈,外部是完全不當一迴事情的。 [追加更新]非常棒的一本書,力薦。主要結論總統任命降低瞭行政機構的績效,總統任命是為瞭增強對行政機構的控製力,與機構意見不閤,有國會支持,以及有很大的patronage需求的時候,總統都會選擇增加任命,不管是共和黨總統還是民主黨總統都是如此。這個political control的分析框架其實不僅可以放在democratic system中來用,也可以用到中國這樣的國傢。而且分析還可以用在state-society的框架中。
評分其實並不是很贊成所有的argument,雖然lewis在這方麵的研究非常有趣,可以去看看他在USC的演講大概就是這本書的概括,然後看看聽眾們的錶情……不過能把那麼無聊的東西說的不那麼無聊其實也挺難得的,期待後續研究結果
