This collection of essays covers trade in services in the seven South Asian countries and provides an overview of the entire region on market access and regulatory issues as defined by the GATS framework of the WTO. It also highlights the offensive and defensive interests in trade in services, institutions and regulations governing services, and opportunities and risks in further liberalization of trade in services in each South Asian country and the region as a whole. The negotiating position of the South Asian countries is important as the commitments made at GATS are binding and have implications for domestic policy. South Asia confronts cost implications, 'policy space' restrictions, stakeholder managing issues, among others, when complying with GATS regulations. There are also notable capacity constraints in South Asia-inadequate legal provisions, regulatory structures, skilled manpower, infrastructure, administrative structures, etc. Trade in Services in South Asia: Opportunities and Risks of Liberalization highlights these problems and sheds light on crucial issues so that South Asian policy makers and other stakeholders in the region, comprehend better the problems of liberalization of trade in services and overcome them more effectively.
