《智库:国外高校国际研究院比较研究》所选择的研究对象即“高校智库”，除了目前国际一流学府或者最具代表性的机构之外，尤其考虑到所有被研究的机构是作者们相当熟悉的合作伙伴，或者曾经长期在彼处工作，或者派过访问学者，或者是有着长期合作关系。实地考察，人与人之间的接触，再加上文献研究（包括网络资料）是本项研究的主要依据。
