中国的现实问题大概也很难从这样的比较研究中有太多的实践上的启发，尽管学术研究尤为丰富甚至到了泛滥的程度，但在公共媒体却没有多少有价值的争论，这是一个被官方意识形态和学术研究垄断的领域。另一方面，政治和行政复杂的联系使得行政改革和政治改革两者之间的分野更加模糊（政治改革到底有没有？还是可以用官僚体系的理性化代替？），也正是在这种模糊的领域中，才能够避开体制内外对政治敏感领域的关注加速官僚体系的理性化进程。近几年不断有放权和市场化的尝试，权力清单成为管理创新的主打项目，今年PPP体系预计又要上马，前车之鉴（武汉公交自行车杭州湾大桥北京地铁杭州停车场民营化等）能否换来强势监管和社会活力均衡的中国式社会管理面貌，还是最终会被现实需求（债务）和政治意志绑架成为激进市场化的牺牲品，仍是未知之数

Christopher Pollitt has worked in the UK, the USA, Belgium, and the Netherlands. Originally a Principal in the UK civil service, he later moved into the academic world. From 1990-98 he was Professor of Government at Brunel University in West London. He has served as Editor of the journal Public Administration (1980-89) and President of the European Evaluation Society (1996-98).

Since 1999 he has been Professor of Public Management at Erasmus University, Rotterdam. He has also provided advice and consultancy to a number of international bodies including the UK National Audit Office, the European Commission, the OECD, and the World Bank.

Geert Bouckaert is Professor of Public Management and Director of the Public Management Institute at Katholieke Universiteit Leuven in Belgium. He is a member of several international editorial boards and founder of the Flemish journal of public management. He has provided advice and consultancy to several governments and the OECD.
