The first third of the book is written by Kramer and split into two main sections; first, a robust defence of the Hohfeldian analytical framework and second, an equally firm proposition of the interest theory. Simmonds and Steiner write the second and third sections respectively, both supporting the will theory of rights, but for entirely different reasons with Simmonds considering that arguments over the nature or rights can be resolved only on political or moral grounds whereas Steiner prefers purely formal or analytical reasoning.
