For those that have some knowledge of the philosophical arguments concerning rights, this book is a clear and well-written contribution to the continuing debate between the interest and will theories.
The first third of the book is written by Kramer and split into two main sections; first, a robust defence of the Hohfeldian analytical framework and second, an equally firm proposition of the interest theory. Simmonds and Steiner write the second and third sections respectively, both supporting the will theory of rights, but for entirely different reasons with Simmonds considering that arguments over the nature or rights can be resolved only on political or moral grounds whereas Steiner prefers purely formal or analytical reasoning. Such discussion cracks open the differing and conflicting arguments in defence of the will theory which, in turn, compliments positions taken by Kramer when supporting the interest theory.
This is an accessible book presenting three different positions which clarify and sharpen the debate over rights. For anyone studying Hohfeld, Kramer's chapter and appendix defending this framework is invaluable.
