In the European Political Co-operation (EPC) the For-<br >eign Ministers and the Foreign Services of the nine Mem-<br >ber States of the European Community combine their<br >efforts so that, in the sphere of foreign policy as well,<br >Europe achieves a capacity for action to a degree demand-<br >ed by the present level of European unification. In its<br >present form the EPC came about as a result of the efforts<br >made at the two European summit conferences, The Hague<br >(1969) and Paris (1972), on entry into the final phase of<br >the Common Market and before the enlargement of the<br >European Community, to determine the political guide-<br >lines for European unification. At those conferences the<br >will for common action in the field of foreign policy be-<br >came quite apparent: ~Entry upon the final stage of the<br >Common Market not only means confirming the irre-<br >versible nature of the work accomplished by the Com-<br >munities, but also means paving the way for a united<br >Europe capable of assuming its responsibilities in the world<br >of tomorrow and of making a contribution commensurate<br >with its traditions and its mission~ (1, para. 3 *).<br >As instructed by the Hague conference (1, para. 15), the<br >six Foreign Ministers drew up the Luxembourg Report of<br >20 July 1970 (2), in which the aims and methods of<br >pragmatic co-operation in the sphere of foreign policy are<br >lald down.
