可以看作是《变化社会中的政治秩序》一个相对简练的后续。研究重点转移到政治参与。且由于新的具体国家资料，不再把政治现代化视为必然加强大众参与，开始细分不同初始条件的社会中，随经济社会发展后大众参与呈现的不同动机、形式和效果。同时也放松了前作中国家基本缺位的问题，开始赋予国家一定的自主性，考察精英和官僚如何压制或形塑政治参与。得出资产阶级/独裁、技术官僚/民粹这两对发展中国家在不同阶段要面对的政治模式选择。基本的结论是不同国家中精英官僚对国家发展目标的设定、初始社会文化条件（是否鼓励自愿组织和个人参与）、社会组织的形式和强度等会对经济发展造成大众参与增加的趋势有很大的限制作用。坚持现代化和西方模式为基准，使得亨氏必然在当代被评为智识上保守一派，但他确实提供了当代讨论的基准概念和模型。
