雖然本報告被標榜為陰謀論，但其內容卻是給人很多啓發。它圍繞著一個主題“如果人類社會進入一個永久和平的時代，這件事對人類社會、人類種群是好事還是壞事？”其結論是：Lasting peace would almost certainly not be in the best interests of society that achieves it；在沒有找到戰爭的社會功能替代品之前，戰爭是人類社會的必要組成部分。
