從書名看來像是一本發展政治經濟學，作者著重討論瞭繁榮的政治（暴力）基礎，認為發展有兩大根源，不僅關乎投資（investment），而且也與組織（organization）密切相關。政治上，發展包括著馴服暴力以及將權力授予那些將其用於生産性活動的那些人。（第13頁）但總體感覺太單薄。

前半大緻描述瞭前現代國傢的興起與當地經濟發展的緊密聯係：即國傢逐漸不通過掠奪而斂財，而通過促進本地經濟發展進而從稅收中創收。在此過程中，國傢公權也得以長足發展。不過作者在交代國傢如何從以親屬關係為基礎的農業社會中脫胎而齣時略有語焉不詳之處；後半更多關注國際背景，描述瞭二戰後各異性質的國傢政權如何在多樣的國際政治經濟背景下被催生。
