作為外行的一個問題。作者的一個中心論點是埃及與奧斯曼帝國的資源配置框架的分離促使Mehmet Ali的政權為保證埃及內部的資源供給而開始大量榨取農民勞動力。這也延續瞭自十七世紀晚期開始的曆史進程，即埃及的灌溉設施維護在這一時期由小規模、農民及其地方性經驗主導的模式轉嚮大規模、官僚國傢及其技術主導的模式。但除瞭木材的例子以外，十九世紀初其他大規模的環境工程似乎並不能佐證官僚國傢介入與地方政權尋求獨立之間的聯係（在第六章運河的例子當中，帝國中央看起來並不是毫無關係的）。十八世紀期間灌溉維護模式的轉變似也沒有得到很好的解釋。這是否意味著國傢權力的擴張還有其他根源？
