很多人不喜欢这本，我并没有太讨厌它，因为在Global/international level上处理问题，好像Perpetual Peace后，就没有什么太多洞见。早前读了Rawls的LP也是这感觉。至于问欧盟经验能否扩展到全球，跟问PS能否copy到中国差不多。Cohen后来有
