详细、但无聊的著作，完全是ad hoc的理论。二层解释三层的逻辑，足够强大、而又自由民主的大国才能在战后抓住机遇建立具约束力、有路径依赖、制度收益日益增长的制度，约束自己权力、长远收益及引诱二三等国家加入，以此维持国际秩序，可以同老米理论并称为美国霸权的制度派鼓吹手。可以说是一个”伪”的制度理论：与基欧汉一般，完全从制度功能出发去论述制度为何存在，却不探究其起源。其实制度根本不是全书中最重要的变量，不过是一个备选项而已；决定战后霸权国会否采用制度方式去建立霸权和秩序的，反而是一个国内政治变量——制度上是否自由民主。而解释制度能否维持的，又是另一个国际政治变量——霸权国与二三等国家的权力差距。如此说来根本上还是一个霸权权力决定秩序的制度，且按照Lake的研究，霸权权力差距不因为制度化而缩小。

But what do states that win wars do with their newfound power, and how do they use it to build order? In After Victory, John Ikenberry examines postwar settlements in modern history, arguing that powerful countries do seek to build stable and cooperative relations, but the type of order that emerges hinges on their ability to make commitments and restrain power. He explains that only with the spread of democracy in the twentieth century and the innovative use of international institutions--both linked to the emergence of the United States as a world power--has order been created that goes beyond balance of power politics to exhibit "constitutional" characteristics.
