From Library Journal Three environmental lawyers wrote this practical layperson's handbook to describe how citizens can legally intervene in the Federal Energy Regulatory Commission's (FERC) licensing process to prevent or to mitigate the effects of nonfederal hydroelectric dam projects. The text footnotes key sections of federal law, and eight separate appendixes list names and addresses of federal agencies and conservation groups, reproduce FERC's environmental protection and Freedom of Information Act regulations, and list over 200 hydroelectric projects which are due for relicensing during the next decade. Appendixes also provide some case-study examples of citizen intervention.
