32: Dobson gives accounts of authoritarian regimes’ skills, perils, and situations in Egypt, Venezuela, China and Russia. He claims to maintain a dictatorship the centralization of power is the key which also makes the regimes anachronistic. They have nothing short of similarities. Finally he has vast optimism meter out by the activists he met.

理論性較弱，不過作者圍繞著俄羅斯、埃及、委內瑞拉和赤縣等的領袖，相關代錶人物和典型事件做瞭大量的訪談，值得一讀。俄羅斯那位環保女士的故事很有意思，埃及軍隊纔是最大的Boss亦是新知，Technocrats一章對赤縣的分析有明黑實蜜的感覺。
