评分薇依真是所有政治學傢中最悲觀的一個瞭:認為現代國傢必將越來越強大,壓迫性越來越強,蘇俄發其嚆矢,其他國傢(無論社會主義或資本主義)隨後逐步跟進。無論革命或改革,都無法改變這一趨勢。
