评分薇依真是所有政治學傢中最悲觀的一個瞭：認為現代國傢必將越來越強大，壓迫性越來越強，蘇俄發其嚆矢，其他國傢（無論社會主義或資本主義）隨後逐步跟進。無論革命或改革，都無法改變這一趨勢。
