The real effect of tax rate reductions is to make the future prospects of profit look more favorable, leading to more current investments that generate more current economic activity and more jobs. If someone brought up the question of trickle down or tax cut for rich, they might considered macro economy as a zero-sum games. Make the cake LARGER!

基于涓滴理论为富人减税；涓滴理论=先富带动后富~ 虽然言之有理，文笔也赞，但是从实证角度反驳这一理论的研究更加普遍。

开头很漂亮，关键不在拉弗曲线上。

主要是澄清trickle-down theory的来龙去脉，反驳减税跟trickle-down捆绑在一起的流行说法，但并不是支持trickle-down theory。现实是，trickle-down并不是一个稻草人，正方一样有人坚信这种鬼理论，而且做戏做全套，不仅减本来就低的税而且deregulation，结果呢，看Kansas。论文最后Sowell也慎重地提到了全球化经济下，光减税可能已经达不到政府开源的目的

我觉得深度很一般。因为，税收的理想目的是什么？不谈国防那些方面，就是两个，收入再分配和基础设施建设。这两个也是重要的，始终还是如何权衡。
