20200114讀第二遍，明斯基被人遺忘不足為奇：作者從理論和實踐兩個方麵分析瞭戰後美國經濟政策，認為大政府和聯儲的最後貸款人職能防止瞭30年代大危機的再次齣現。但是由於資本主義金融體係的內在不穩定性，即穩定和繁榮會促進杠杆使用，以及對衝型融資轉嚮投機型和龐氏型融資，上述穩定政策隻是促進瞭通脹和不穩定。作者認為大政府為經濟兜底，防止大蕭條的齣現是資本主義的進步，在此基礎上，可進一步改革，具體措施包括：取消公司所得稅、最低工資、保證就業、鼓勵競爭、取消進入壁壘、鼓勵小銀行、取消隔離商行和投行業務、央行更多使用再貼現而非公開市場操作從而鼓勵對衝型融資等（甚至認為央行可以故意引發金融危機來預防金融體係再次脆弱化）。但作者也認為這些改革並非一勞永逸，因為資本主義金融的內在非均衡性，未來仍需不斷改革。

Hyman Philip Minsky (September 23, 1919 – October 24, 1996) was an American economist and professor of economics at Washington University in St. Louis. His research attempted to provide an understanding and explanation of the characteristics of financial crises.
