非洲国家为什么会采取这种违背大多数农民的利益的政策？因为要推行工业化，同时也满足城市工人的需要压低食品价格，所以要牺牲农民的利益。为什么违背大多数的利益这种政策却依旧能推行？因为国家有强制力，因为小农组织集体行动成本高且有更好的应对措施，因为国家可以通过让渡剩余管理权来获取部分人的服从。

Bates is currently the Eaton Professor of the Science of Government at Harvard University, where he has studied and provided consulting assistance in the areas of governmental reform, economic policy reform, and political economy for many countries throughout the world. He is the author of several books, including Open-Economy Politics (1998).
