评分作者是世界公衛NGO的leader之一，幾十年來經曆瞭艾滋病、禽流感、SARS、埃博拉爆發時候的前綫抗疫工作，在美國語境下，對未來必然到來的一波波epidemics（甚至pandemics）給齣瞭七條建議：各級的領導層要像消防員一樣果決、醫療係統（包括人員、物資、調度和訓練等）一定要過硬、針對疾病的三級防禦體係（保護、檢測、反應）要靈敏、對疫情的信息要迅速準確透明且有效（提到非洲語境下，官方通告不如部落靈性首領宣講來的有用，能抓到老鼠就是好貓）、對防疫醫療技術創新的資金和人員投入要充分、要學會算賬（早期防患於未然，花的錢和精力遠遠少於大型撲街後收拾爛攤子的投入，因而有可疑情況時，怎麼往壞瞭想都是不誇張的）、發揮公民社會的作用（尤其在政治監督、信息傳播、科普倡導、物資互助、情緒支持方麵）。
