從Spencer的“什麼知識最有價值”（what knowledge is of most worth）到Apple的“誰的知識最有價值”（whose Knowledge is of most worth）。學校課程中傳授的知識並不是中性的，知識就是權力。課程知識的分類、傳播在某種意義上都是權力的社會分配，是政治、經濟和文化等不同力量相互鬥爭以及妥協的産物。而統治階級的文化之所以會取得地位並不是靠外在的強力，在於其能夠深入到被統治階級的文化之中，重塑和引誘他們，並獲得承認。其中，教科書（textbook）作為官方知識的最初載體，教科書的生産就成為瞭非常關鍵的政治運作。而教科書作為一種文本政治，其最大的功能在於俘獲受眾，即所謂的“creating the captive audience”。
